1. Get an etisalat sim and subscribe to blackberry complete monthly plan by dialing *499*3# or text COM to 399 which goes for #1000 or blackberry complete weekly plan by dialing *499*3*1# or text COW to 399 which goes for #500

2. Wait for a confirmation sms that the subscription is successful and active

3. Subscribe again to bb10 daily plan by dialing *599*3*2# it goes for #100 and you get 15mb

4. Wait again for confirmation then set your apn to "blackberryx.net" without quote

That's all so you just spend #1100 for 3gb + 15mb, what the bb10 sub does is convert the monthly complete sub into normal data so that you can use it on any other device with the apn... its has been personally tested and confirmed working by me.
